ECPD Letter
Tuesday October 8th 2013

THE DEADLINE IS APPROACHING FOR THREE MUNICIPALITIES TO MAKE A DECISION IN REGARDS TO POLICE COVERAGE.  ON TUESDAY EAST COCALICO PRESENTED A NEW OFFER TO DENVER, ADAMSTOWN, AND WEST COCALICO, IN HOPES OF KEEPING ITS RELATIONSHIP WITH THESE NEIGHBORS.  ADAMSTOWN ALREADY VOTED TO SPLIT FROM EAST COCALICO TO JOIN NORTHERN LANACASTER COUNTY REGIONAL POLICE, ON THE CONDITION THAT DENVER AND WEST COCALICO FOLLOW SUIT.  BOTH ARE EXPECTED TO VOTE IN THE COMING DAYS.  EAST COCALICO SENT THEM EACH A LETTER, ASKING THEM TO RECONSIDER.  HERE'S A LOOK AT THE 4 KEY POINTS OF THE OFFER: CONTRIBUTIONS TO POLICE SERVICES, FOR EXAMPLE COSTS FOR OPERATIONS, SUPPLIES AND BENEFITS,  WOULD BE CAPPED AT 4 PERCENT PER YEAR;  A RECONSTRUCTION OF PENSION PAYMENTS.  EAST COCALICO WILL BEAR THE ENTIRE COST FOR MINIMAL MUNICIPAL OBLIGATION FOR 2015;  POLICE OFFICERS WILL AGREE TO A 1.5 PERCENT RAISE IN 2015, EVEN THOUGH THEY WERE AWARED A 2.75 PERCENT RAISE BY AN ARIBITRATOR; FINALLY, NO PENSION PENALTY FEES WILL BE IMPOSED IF A PARTY WISHES TO BREAK TIES IN THE FUTURE.  THE OFFER IS ONLY GOOD IF ALL THREE STAY WITH EAST COCALICO.  THEY HAVE UNTIL OCTOBER 31-ST TO NOTIFY THE TOWNSHIP OF THEIR DECISION.
