BOROUGH MANAGER MIKE HESSION SAYS THERE'S A MIX OF EMOTIONS IN THE COMMUNITY REGARDING THIS OUTCOME.   HESSION SAYS SOME OF THE 33-THOUSAND DOLLARS ALLOCATED BY FEMA COULD STILL BE USED TOWARDS OTHER PROJECTS LIKE EXPANDING THE PARKING LOT AT THE REC CENTER AND REPLACING PARK EQUIPMENT.
